Development and implementation of Operational Readiness Programs

It is an internationally recognized practice for major construction developments to introduce at the earliest possible stage an “Operational Readiness Program.” A development that adopts the principles of an Operational Readiness Program enjoys a competitive edge over a similar development without a program.

An Operational Readiness Program is a vehicle for the seamless transfer of a facility from construction into full operation in a structured manner to an agreed program. In order for an Operational Readiness Program to be successful it should be introduced at the design phase or during the very early stages of construction. It includes policies and procedures and standardization of documentation for all plant, equipment and systems to address the following:

• Testing and commissioning,

• Policies and procedures (the “rules” of handover),

• Operation and maintenance manuals.

Benefits to the Owner

An Operational Readiness Program focuses on the Owner’s need to ensure that the revenue-earning facilities are brought on-line at the earliest opportunity and to the highest degree of availability. This is an essential ingredient for the commercial success of the business operation.

An Operational Readiness Program is therefore a powerful marketing tool in a highly competitive commercial environment. By adopting an Operational Readiness Program, property Owners seeking to become the preferred retail outlet provider and to attract high profile tenants can demonstrate to prospective tenants:

• That tenants can be confident that the facility and all its systems have been properly
commissioned and tested,

• That they will be able to fit out their leased premises and move into the facility on time,

• That they will be able to begin revenue-earning operations at the earliest opportunity,

• That all facilities and systems will be maintained in accordance with a structured
maintenance plan to ensure that there is a high level of availability and

• That any emergencies and breakdowns will be responded to effectively and efficiently.

There are also considerable additional benefits, with more long-term financial and operational impacts, of having an Operational Readiness Program in place. These can be summarized as follows:

• Ensures that all that is necessary is in place to protect the capital investment in plant,
equipment and buildings by the introduction of a planned preventive maintenance
(PPM) program,

• Ensures that equipment lasts for its design life and

• Ensures a reliable income stream as the availability of revenue-earning facilities,
i.e. shops, offices, hotel facilities, etc., is maintained at the highest possible
percentage.

Standardization of Documents

An essential ingredient of a successful Operational Readiness Program is the standardization of documents relating to the key elements of the project including O&M Manuals, Testing and Commissioning and the Handover Process. The policy to adopt standardization should be introduced at the design stage or very early in the construction stage of the contract because this provides a structured framework and templates that will be used by all contractors and by the client. This is the foundation for the successful transition from the construction phase into full operation.

We prepare policies and procedures and standard template documents for

• Operation & Maintenance (O&M) Manuals

• Testing and Commissioning

• Handover Policies and Procedures

• Operation and Maintenance Requirements
